People living in Torbay could see their council tax rise by about 4% if a budget increase due to be considered by councillors later is agreed.
The rise is partly because of local police force and fire service requests for more money.
The expected rise would cost band D home owners about �1 a week extra, bringing their annual council tax bill to �1,445.
But the annual bill for Brixham residents will rise to �1,473.
