The new plant would generate about 1,600 megawatts of electricity

Consultation has begun on plans to build a nuclear power station at Hinkley Point in Somerset.
French energy company EDF is proposing to build a third-generation plant on the 86 hectare site.
A series of exhibitions, newsletters and meetings will allow people to submit their views on the proposals.
Opponents fear the scheme will pose a threat to public health and safety, cause widespread disruption during building and be an eyesore.
Hinkley Point project manager Simon Dunford said: "We are totally committed to working with the local community from the outset of this exciting project to develop [a new nuclear power station] at Hinkley Point.
"Our plans will provide jobs, investment and regeneration for the community, while providing low carbon electricity for the region."
The new plant would generate about 1,600 megawatts of electricity, which could power about two million homes in the UK.
Public exhibitions are being held in Burnham-On-Sea, Williton, Stogursey and Bridgwater over the next few weeks.
Hinkley Point A closed in 2000, and site B, which is to be decommissioned by 2016, is currently working at 70% of its capacity.
EDF unveiled plans last month to build four new nuclear reactors in the UK after it agreed to buy British Energy in a 12.5bn deal.
