He said the first thing we need is enough houses for everybody who survived to come back in and they need to be built within three months because by then the wind will be blowing so hard the tents won�t stand up. By coming here they have given us international focus, so now we don�t have to promote Lampuuk. They have exposed us and introduced us to the world�s attention. Normally many people from Banda Aceh come here bring their girlfriends to sit and look at the beach, swimming together like that, yeah. 10.06.14 Narrator Before the Tsunami Aki earned his living from tourists. Although part of an Islamic state governed by Sharia law, Aceh was always a tolerant place. And off the beaten track, Lampuuk was a favourite destination for the more adventurous westerner. 10.06.39 Aki Voice over I worked here; I was building a future and making money. I cooked; I worked as a guide for the tourists. I was drinking alcohol, smoking marijuana. Maybe this will be a holiday resort again and the tourists will come back to Lampuuk for surfing, holidays and sun- bathing, trekking, and climbing. 10.07.13 Narrator Some tourists, attracted to this once-idyllic paradise, chose to settle here. 10.07.19 Joe Here�s one of my friends, Aprika. Still smiling but unfortunately she lost her mum, dad and all of her brothers and sisters so she�s been adopted by this family now. Her father used to have the fried rice shop that I ate in nearly every night so I was quite close to her. 10.07.39 Narrator Joe Kearsley came here six years before the tsunami and fell in love with the place. Now he is helping one of the relief agencies. 10.07.47 Aston Joe Kearsley Technical Coordinator, Triangle My life was absolutely fantastic. I was the only westerner in the whole of, you know, that sub district, learnt the language, learnt a bit about the culture. I moved to a village about forty kilometres down the road. After living there a year or two I built myself a house and made my land how I wanted it and then was thinking of ways to basically stay there and ingratiate myself with the locals. So I decided to build a big fishing boat, enough work for maybe fifteen people. That way, yeah, employing fifteen people and there�d be fifteen families that would want me to stay in the village. So, yeah, he was one of the boat builders, we built a boat, took us about a year and a half. Unfortunately just before we were going to put it to sea the big Tsunami came along and took it away along with my house and my land and my fianc� as well unfortunately. 10.08.49 Music 10.08.56 Narrator With only the mosque left standing there are no homes for those who have returned. 10.09.00 Music 10.09.03 Narrator They didn�t want to stay in refugee camps in other parts of Aceh, afraid they�d be permanently resettled away from home. So they�ve set up their own tent village around the mosque. 10.09.13 Music 10.09.23 Narrator Anita is one of a handful of women. 10.09.25 Music 10.09.29 Anita Voice over We�ve come back to where we belong; back to nature, back to our homeland. Our mosque was left standing so why not come back here and take care of it. 10.09.37 Music 10.09.40 Narrator But nature is still a threat for Lampuuk. Every May, fierce winds blow off the Indian Ocean buffeting the coast. He thinks Aki has real potential. 10.12.37 Hasballah Voice over Three days after the Tsunami, the first person I met was Aki. He was the only one not crying. I chose him because he was a special character. I could see he had anger deep inside him and I wanted to channel that in a positive way, so he could develop. I can�t teach everyone, so I decided it was better to focus on a few individuals so they in turn can influence the others. 10.13.21 Music 10.13.27 Narrator Relief groups have already provided food, water and sanitation. Foreign donors and the UN have pledged more help with reconstruction projects throughout Aceh. 10.13.38 Music 10.13.41 Narrator But for the villagers the greatest need is still shelter. 10.13.45 Music 10.13.49 Narrator With no permanent homes and the winds threatening, the priority is to clear the land for housing. But it�ll take a lot more than brooms. 10.14.00 Music 10.14.06 Narrator The area around the village is covered in miles and miles of rotting debris; two metres deep. 10.14.18 Narrator A radical Islamic group, the Lashkar Mujahidin, are helping with the clearing. 10.14.28 Narrator Torrential rains and winds are just a few weeks away; they have their work cut out. There are still hundreds of bodies lying here. 10.15.47 Lashkar worker Subtitles We sometimes track down the corpses by getting tip-offs from the locals, but mainly by the smell which we�ve got to know and now we�re now used to it. 10.16.12 Narrator One of those who is waiting to bury her family is Anita. 10.16.20 Anita Subtitles My home was where that purple scarf is. I put it there last time I was here. My family�s bodies haven�t been found. That�s why I come here. It makes me feel like they�re still here. 10.16.52 Hendri Subtitles All we can see is the mosque. There�s a grave! 10.16.57 Music 10.17.02 Narrator Eleven year old Hendri had just finished Year Six when the Tsunami washed away his home and his school. The community�s organised transport to take him to a makeshift school a few kilometres away. 10.17.13 Music 10.17.25 Hendri Voice over I go to school but I don�t have any of my old friends. There is nothing to do, we just sit around. 10.17.37 Hendri Voice over Before the earthquake struck, my mother was in the kitchen cooking rice. I was out with my dad getting mangoes; that was the last time I saw my mum. I held onto a plank and swam and then I got hold of a coconut tree and climbed it. 10.18.08 Hendri Voice over I can never forget them because they are my parents. There�s nothing I�m afraid of now. My world has ended. 10.18.29 Music 10.18.36 Narrator Here in Hendri�s village more NGOs have arrived. 10.18.38 Music 10.18.54 Narrator They are doing their best to help but Lampuuk�s survivors are not getting what they really need. 10.18.59 Music 10.19.06 Woman Subtitles We�re starting life from zero. I need to get to the market and make some cash. So what I need is a coconut processing machine. 10.19.18 Narrator There�s no sign of heavy earth moving equipment or tools to clear the land. 10.19.22 Music 10.19.27 Man Subtitles The government hasn�t even started building. All they do is collect data. 10.19.32 Music 10.19.41 Narrator The aid agencies have a problem. The Indonesian government is determined to retain control over Aceh Province. 10.19.52 Narrator The region that has been a conflict zone for decades. Local guerrillas have been fighting for a separate state; many are hiding in the hills. The government has told agencies they must leave in a few weeks time. 10.20.08 Narrator Joe has joined forces with a French aid agency Triangle. He�s racing against time to build fishing boats before the deadline. 10.20.17 Joe Triangle, they decided to just to start anyway, if they got thrown out they got thrown out but at least there�ll be eight boats ready or at least they�ll be ten boats ready, you know. They were a small unit and they could do things very quickly. They didn�t have lots of bosses to ask. The larger NGOs, they have many rules and regulations to follow, I believe. So, yeah basically, they are still sort of surveying and working out what they�re going to do and of course it�s still quite not clear who is doing what, where and how. 10.20.51 Joe Basically, the people need to get in the sea and get some fish and get their own food so they don�t have to keep asking for it. 10.21.03 Narrator Other useful aid, like a batch of new mango seedlings has arrived. 10.21.10 Narrator But the biggest issue is not being addressed by anyone other than the Mujahidin; the clearing of the miles and miles of rubble to allow rebuilding. 10.21.26 Narrator Without tools, working only by hand, this job could take years. 10.21.59 Narrator It�s a big day for Anita. 10.22.05 Anita Voice over I have to complete my studies at the university quickly so I can get a job as soon as possible to rebuild our home. 10.22.14 Narrator She�d been studying chemistry at the university twenty miles away in the capital, Banda Aceh. Her fellow students and lecturers would travel here from all over the region. 10.22.28 Narrator It�s her first day back. 10.22.33 Narrator Anita doesn�t know which of her friends are dead or alive. 10.22.43 Anita Subtitle Hi, Susan! 10.23.25 Anita Subtitles I lost my father, Susan. My father�s dead. My father wasn�t with us. He was outside the house. He shouted, �The sea is rising�, and then the wave swept him away. And we ran. I was with my mum, but I didn�t hold onto her. 10.23.49 Friend Subtitles Not surprising in a situation like that 10.23.53 Anita Subtitles I then held onto a fridge. When the second wave hit me, I let go. I then grabbed a plank to float on, but I lost that too. Then the third wave came. I was drowning, and thought I was dead. But I managed to climb on to a door. And her husband? 10.24.25 Anita Subtitles He didn�t make it, and she�s pregnant. 10.24.42 Narrator Hendri has heard a rumour. His mother�s sister, his Aunt Ros, may be coming to fetch him. Like many other Indonesians, she left a few years ago to work in Malaysia. 10.24.56 Narrator He�s also discovered that a part of his past has turned up in a nearby village. As the three month time limit on foreign aid agencies approaches more and more troops arrive in Lampuuk. 10.27.18 Soldier Subtitles Aceh isn�t safe from the rebels. It�s dangerous here, especially in the villages and mountains. 10.27.28 Narrator The government insists that the troops are needed to guarantee security for the foreigners against the separatist rebels. 10.27.39 Narrator But privately some NGOs think that the government is afraid the presence of foreigners might bring attention to the ongoing conflict. 10.27.49 Narrator Whatever the true reasons, the villagers are threatened with the possibility of being without any aid in a few weeks time. 10.27.59 Narrator If that wasn�t enough nature is posing a new and more imminent danger to everybody. 10.28.28 Narrator On March twenty-eighth, an earthquake measuring eight point seven is felt across the whole region. In the capital, Banda Aceh, there is a rush to get away, to higher ground. 10.28.40 Man Subtitles Of course we are afraid, we�re in a panic. We are afraid the water will come again. We are still traumatised, we have to run. 10.28.56 Aston Chris McCain Security Officer, UN All the UN staff and world food program as far as we are aware are safe; all the sub officers throughout Aceh have been contacted and have moved out of their buildings and to higher ground. 10.29.10 Woman Subtitles It�s the same all over again. I�m so scared I can barely speak. 10.29.19 Chris McCain We have moved to a location that we have already identified and are ready to go if we need to. 10.29.32 Narrator Back in Lampuuk Anita felt the quake too. 10.29.38 Anita Voice over We were told not to panic and to go back to bed. The men said they would keep an eye on the situation, so we all just went back to sleep. Of course I still feel traumatised but I put my trust in Allah. 10.30.05 Woman Subtitle Why did you run away last night? 10.30.07 Man Subtitles We had to run because the earthquake was getting stronger and it would have been suicide to stay. 10.30.16 Woman Subtitles You can�t be like that. You should stay and look after the children. If he wants to take us, no one can stop it. 10.30.41 Aston April 10.30.47 Narrator The three month deadline allowing foreign aid agencies to remain in the Aceh has arrived. But the Indonesian government makes a concession; some relief agencies are given extensions. But any groups and charities not involved in reconstruction projects must leave. 10.31.08 Narrator In Lampuuk there is still no sign of any building. 10.31.16 Anita Subtitle Where is Fauji? 10.31.19 Hendri Subtitle Out in the fields. 10.31.20 Anita Subtitle And Salim? Boys Subtitle Him, too. 10.31.22 Hendri Subtitle And we want to go there too. 10.31.25 Anita Subtitles You must be back by afternoon prayers. 10.31.30 Narrator Anita has decided to set up a school and to teach the kids herself. 10.31.44 Anita Voice over Everyone is taking care of everyone here, the older people are like parents to us now and we�re becoming a solid community. We�ve all had to change and make personal compromises to care for each other. 10.32.09 Aston Aki Voice over I lost almost everyone in the Tsunami; including my mother, father, my sister, my brother, brother in law, and my niece. But now there are others who are supporting me, like the women here who survived and Hasballah. If I make a mistake they�ll tell me, If I don�t pray they�ll remind me. Even though the rest of my family has gone, I�m still happy because I have a place to stay and I have people here I can rely on and talk to. 10.32.52 Music 10.33.05 Narrator Hasballah is still taking charge of the random donations that have arrived. 10.33.09 Music 10.33.13 Hasballah Subtitles Will be expired. There aren�t enough women for all these sanitary pads. We don�t need all these scrubbers. Maybe when we have houses, but in our tents we don�t really need them. Candy, but there aren�t enough kids here. They�ll be left over. 10.33.37 Music 10.33.45 Narrator What the villagers really want are bricks and cement to build new homes. 10.33.49 Music 10.33.51 Aki Subtitles When the west winds come it�ll be impossible to live in a tent. The winds are very strong and the tents will blow away or they�ll collapse, so people have started to build small houses. 10.34.11 Hasballah Subtitles You can see people here have started to build their homes. They�re slowly scavenging for bits of wood, one or two pieces, every day they collect a bit, and they keep on building. 10.34.33 Man Subtitle Welcome, come in, come in. 10.34.41 Man Subtitles We feel very insecure here. We�re afraid these plastic roofs will be blown away. So where will we go then? Back to the tents � no way! 10.34.53 Hasballah Subtitles We still have no commitment from the government, whether we are allowed to stay here or not. 10.35.02 Narrator It�s a catch twenty-two for Hasballah and the few villagers who�ve returned. The government will not invest in official reconstruction until there are more people living here. But no more people want to come and live here until the government starts rebuilding. 10.35.21 Hasballah Subtitles See this big hole? I feel inspired to build an underground theatre here. I only have to dig a bit more. The Tsunami has already done most of the work. 10.35.42 Narrator The rainy season begins. The winds are now only days away but still there�s no commitment from the government to rebuild Lampuuk. 10.35.54 Narrator Once again it�s the Lashkar Mujahidin who are filling the vacuum. Their spiritual leader, Abu Jibril, a man known to have links with various terrorist groups in South East Asia, has come to visit the mosque. 10.36.10 Abu Jibril Subtitles Will the Tsunami make the sinners more faithful? Will they return to the mosque and pray? If you continue to stay away, sitting in coffee shops and restaurants from morning till night, committing adultery and going to bars drinking alcohol - you will still be sinning against Allah. You wait, a second Tsunami will come and get you. 10.36.57 Narrator Away from the mosque Hendri is starting to enjoy his independence. He�s got a job selling ice lollies. 10.37.07 Narrator But the rumour of an aunt in Malaysia has turned out to be true. She is scheduled to arrive in a week. 10.37.19 Hendri Voice over I have an aunt who�s coming soon. She wants to take me with her to Malaysia but I don�t want to go. I prefer to stay here in my own village. I am happy here; I just want to go on staying here. I don�t want to go anywhere else. I want to stay here and be a doctor, just like my dad. I don�t want to go to Malaysia. 10.38.12 Narrator But the hope of Lampuuk becoming a place for Hendri to keep on living in is fading fast. 10.38.22 Aki Subtitles It�s impossible to work here for long. There are too many big trees here and we can only do so much with our bare hands. 10.38.35 Hasballah Subtitles It�s quite clear, we need heavy machinery. It�ll take time, more than six months if we carry on doing it manually. And even then we won�t clear 100% of the corpses. 10.38.51 Joe As you can see, you know, nothing that much is changing so far. There�s just no permanent houses being built in this area that I can see and the areas I go. There�s, there�s no permanent houses being built. 10.39.04 Joe From what I can see and hear there�s bureaucracy on both sides, from the Indonesian government but also from the NGOs. I don�t know and they�re surveying still, they�re still surveying everything. But we�ll see. We�ll see. 10.39.23 Narrator Triangle are on target. There are nearly fifteen boats finished and another twenty are planned. 10.39.35 Aston May 10.39.40 Narrator The west winds have arrived. Some of the villagers decide to leave. Hendri offers to help. 10.39.55 Narrator Anita is also helping; building a more robust shelter. 10.40.28 Narrator On the twenty-fifth of May it is reported that over a thousand containers of aid are stuck in the region�s main port. And over two point seven billion pounds worth of relief has failed to be distributed. 10.40.53 Narrator All that is left for the villagers to do is pray. 10.41.19 Narrator The west winds won the race against the building of proper shelters. The villagers must start again. 10.41.33 Hasballah Voice over Some of the NGOs programmes haven�t been successful. We feel they are too slow to react, too bureaucratic and they just don�t know what�s going on, on the ground. We can�t carry on with just promises, we have to get on and do something that�s right for us, our community. We encourage our people to be self reliant; they�re taking responsibility for what they want. If they want a home, they must dream and build even if it is only a simple house. 10.42.23 Narrator Anita has moved into her new house. She is sharing with her widowed sister, whose baby is due in less than three months. 10.42.37 Anita Voice over I hope to finish my studies by December, God willing. I must complete everything. After finishing I�ll try to get a job as soon as possible. My sister is now six months pregnant. What we�d like, if Allah allows us of course, is a boy.
