Concern raised over fishing rights
Guernsey requires a license scheme to comply with European rules

The right of Jersey fishermen to cast their nets in Guernsey waters could be in jeopardy, under new proposals before Guernsey's States.
The plan is for a licensing scheme to be set up in the island to govern who can fish near it.
It has been brought forward after the failure of discussions between the islands and France over fishing rights.
Jersey Economic Development Committee president, Deputy Gerald Voisin, says the island must discuss carefully with Guernsey what rights local fishermen may have.
"I don't want anyone to think that this is going to be an easy set of negotiations," he said.
"I think that both sides are going to have to promise to do things that they may not really want to do, but may have to do in the interests of a long-term agreement."
