Two explosions hit central Baghdad on 25 October, killing at least 130 people and injuring hundreds more.
The first bomb went off outside the ministry of justice, causing extensive damage and loss of life.
Within minutes, a second blast hit the offices of the Baghdad provincial government office.
Correspondents say the attacks bore resemblance to bombings on 19 August, when more than 100 people were killed, also at two Iraqi ministries.
There were conflicting reports as to whether suicide bombers were responsible for the carnage.
The number of dead and wounded continued to rise as rescuers dug through the rubble and wreckage.
Both the buildings targeted are just outside the heavily-fortified Green Zone in the heart of the city.
The finger of blame for the attacks is likely to point to foreign fighters or insurgents trying to destabilise the security situation.
The explosions came as Iraq prepares for elections, scheduled for January.
Crowds of people gathered at the scenes of the explosions as emergency workers went about the task of searching for survivors.
