The chairman of Doncaster Council has admitted there were "serious failings" in local services which contributed to a vicious attack by two brothers on on two other boys.
But Roger Thompson said no one could have "predicted the severity of the attack" and that child protection services have already improved following a review.
Director of Children's Services Nick Jarman also said there would be an independent investigation to examine the department and its policies "without fear or favour".
