Fishing leaders in south-west England are meeting the fisheries minister to try to resolve a dispute over the new no-catch zone off north Cornwall.
Until the end of March vessels under 10m are banned from the 3,500 square miles between Padstow and Pembroke.
The restriction, designed to help cod stocks recover, has been imposed by the European Union.
But owners of boats under 10m in Cornwall say the three-month ban could mark the end of their business.
Many Cornish fishermen are angry that beam trawlers and boats over 10 m will still be allowed to catch in the area, even if only for one of the three months.
