Royal Mail managers have rejected seven alternative sites suggested for Coventry's postal sorting office.
Postal chiefs have said they want to shut Coventry's Bishop Street office and move the operations to Northampton, taking with it 500 jobs.
The company said the site was no longer suitable for its needs.
City council leaders had suggested seven other sites, including the former Peugeot site at Ryton. However, Royal Mail said they were not suitable.
The Communication Workers' Union (CWU) and city council officers have been speaking to managers about the plans.
Union officials have previously warned there could be strikes if the proposals go ahead.
