Moves to deal with the nuisance caused by boy racers in Plymouth city centre and around the waterfront are being discussed by the council.
Police have held a number of crackdowns on the problem of noise from car horns and revving engines around the Barbican and Hoe areas.
But the council area committee wants to find a long-term solution.
Committee chair Tom Wildy says further police monitoring could help, but that is only in the short term.
ASBO threat
Mr Wildy suggested that cars could be banned or restricted from some areas.
He said: "The longer term is the impact of traffic engineering which tends to be rather expensive.
"But one promising sign is that since the new traffic control measures were put in Royal Parade we have only had one complaint."
Police have already warned that anti-social behaviour orders (ASBOs) may be sought by police against persistent trouble makers.
