A Devon council has halved the number of people living in temporary accommodation, four years ahead of a government deadline.
Torridge Council had 21 families without a permanent home in 2004 when the targets were set by the Office of the Deputy Prime Minister for 2010.
The number of families without a home is now down to 10.
A council spokeswoman said the families had been housed quicker as a result of extra staffing.
Jo Brooks, senior housing officer at Torridge, said: "Until October, we were operating with just one homelessness officer and one prevention officer.
"Then we juggled our budgets so we could take on a second prevention officer - and that one extra person has made all the difference."
