Traffic was brought to a standstill on the M3 on Wednesday when a Land Rover towing a 12ft (3.7m) trailer containing boxed fish overturned.
The boxes and salmon, scattered across all southbound lanes, caused a closure between junctions 10 and 11 at Winchester in Hampshire on Wednesday.
The injured Land Rover driver, who was trapped, was later released.
Minutes after the accident at 1113 BST, two cars collided behind the vehicle. Two people were slightly injured.
A Hampshire Constabulary spokeswoman said: "Traffic was at a standstill back to the A34.
"But lanes two and three have now been reopened."
