The number of drivers testing positive for drink-driving over the Christmas period has stayed the same as last year across Hampshire.
The consistency in drink-driving levels was labelled "disappointing" by police.
Insp Peter Hughes said: "Despite a major publicity campaign people are clearly refusing to listen."
However, most UK constabularies that have so far released figures for the 1 December - 1 January period have shown an increase in drink-driving levels.
Forces across the country are expected to announce drink-driving figures for the festive period next week.
'Harsh consequences'
Hampshire Constabulary said its figures for drug-driving have also stayed at the same level as last year.
Insp Hughes added: "We are very disappointed to see that the figures have remained the same as last year and people are continuing to drink and drive, putting not only their lives but other road users at risk.
"Nearly 400 have been arrested, and these now face the harsh consequences of potentially losing not just their driving licence, but their jobs, and their lifestyle that relies on a fixed income."
