Owners of water mills or weirs are being encouraged to use the flow of rivers to generate electricity.
Herefordshire Council wants to explore different ways to create renewable energy and has invited landowners to a meeting to discuss opportunities.
Historically there were 348 water mills in the county and the council wants to harness the power of water again at these sites.
There are grants available for the right sites, the council said.
Councillor Phil Edwards, council cabinet member for the environment, said: "The county's rivers are a wonderful natural resource for the county and the possibility for them to create green energy needs to be further explored through potential hydropower schemes."
