Two major dual carriageways in Leicestershire could be downgraded because officials say they carry the wrong sort of traffic.
If new plans are accepted, the A47 between Leicester and Rutland and the A6 will no longer be managed by the Highways Agency.
The government says both roads are non-core routes, as they serve mainly local and regional traffic.
It suggests they should be overseen by Leicestershire County Council.
Safety concerns
If the proposals are accepted, a process called de-trunking will get under way.
Lengthy discussions have already taken place between both groups about the plans and the county council has raised a number of concerns.
Council officials said they are worried about serious safety concerns on the Billesdon Bypass and felt there were similar worries for Kibworth following the opening of the Great Glen Bypass.
