Council chiefs are pledging to introduce more residents' parking schemes in Leicester when they take over the city's traffic warden service.
Leicestershire Police ends its parking enforcement duties next year as part of national changes to the service.
Leicester City Council said it would allow them to introduce further areas for residents' vehicles only.
It said the police previously warned against creating more zones as they did not have the resources to enforce them.
New restrictions
The council is currently only responsible for traffic enforcement in public car parks and on-street pay and displays.
A report for the leisure and environment scrutiny committee said the council expected to make a "modest " profit within four years of taking over the service.
It said: "Residents parking areas will include dedicated parking bays and associated new parking restrictions."
The council could take over traffic enforcement from January 2006.
