Traffic lights across central London had been cut off from their computerised control system, causing long queues on main roads.
Although the signals are on, Transport for London (TfL) has said it had been unable to alter the phasing of them to adapt to traffic conditions.
The problem had been caused by damage to BT cables in Ilford, east London.
The problem, which has been resolved also caused people in east London to be left without phone or internet service.
