Relatives of those killed in road accidents in North Yorkshire may be told they cannot place permanent memorials at the roadside.
A report by the county council suggests some memorials may be a hazard in themselves and distract motorists.
It says memorials may be placed on nearby fences or stone walls with permission, but only if they are small.
Councillors are being asked to place a permanent memorial at Ripon Cathedral and to approve the move on Friday.
