A �500m expansion of the University of York campus has been approved by the council.
Councillors took eight hours to decide on the scheme which will see land at Heslington East developed to increase student intake.
Hundreds of residents objected to the proposals, citing the possible impact on roads, noise, crime and pollution.
The plans now go to the Deputy Prime Minister who will decide if a public inquiry should be held.
Jobs created
The authority has acknowledged the expansion would result in some negative impacts but says they are outweighed by the positive effect it would have on the local economy.
York is one of the smallest universities in England and says it needs to expand to maintain its position as one of the country's most-respected.
The university aims to introduce new courses and the development would also create 2,000 university jobs and a further 2,500 related jobs across the city.
