Nearly 50 Oxfordshire motorists were stopped by police in two hours for using a mobile phone or not wearing a seatbelt while driving.
Officers targeted drivers from 0800 GMT to 1000 GMT on Marsh Lane, Abingdon.
Thirty-two were given �30 fines, which could be swapped for an awareness course from a Road Safety Officer.
Another 14, who were driving while using their mobile phones, were issued with �60 fines and three points on their driving licence.
They were given the option of paying �74 and attending a workshop at a later date instead of taking the penalty points.
One driver's car was seized for driving while uninsured. He was fined �200.
Pc Mark Pilling, of Thames Valley Police, said: "It is disappointing that in just two hours on one stretch of road 32 people were travelling without their seatbelt and 14 were using their mobile phones.
