Traffic wardens are being replaced on the streets by council officials.
Parking attendants from Rotherham Council will patrol pay and display car parks and enforce parking and waiting restrictions in the town from Monday.
The council said its decriminalised approach to parking enforcement would enable South Yorkshire Police to concentrate on more important work.
However, police will still deal with issues such as obstructive parking and moving traffic offences, it said.
