Work could start on the development later this year

Multi-million pound plans to transform part of Hartlepool marina have been approved by council bosses.
The �30m project will see redundant land at Jackson's Landing redeveloped along with an area close to the site of the historic tall ship HMS Trincomalee.
Jomast Developments says it hopes the 11.5 acre (4.65 hectare) site will become a major tourist destination.
Hartlepool Council said it hoped the development would be ready for the visit of the 2010 Tall Ships Race.
The scheme includes a luxury four star hotel, restaurants, shops, offices and waterside apartments.
Several hundred jobs are likely to be created during the construction phase.
Jomast Developments managing director Stuart Monk said: "We are very pleased that planning permission for the scheme has now been granted.
"Trincomalee Wharf is a highly prestigious development that will add an exciting new dimension to the marina.
"It has the potential to become a new landmark destination for the North East and will benefit the town, its people and the wider business community."
