A health trust in Wiltshire has overspent by �2.8m in 2004, according to a new Audit Commission report.
It says the West Wiltshire Primary Care Trust's (PCT) finances have deteriorated in the last two years.
The commission's report found the PCT overspent in the last year by �2.8m because of a combination of factors, including unrealistic savings plans.
The trust has promised to act on the commission's concerns and says it is committed to identifying the savings.
The report added there was a financial shortfall of �5.4m between the PCT's spending plans and anticipated income for the next financial year.
