Conservative proposals for a cross-party war cabinet are "interesting" but there would be "practical issues", Liberal Democrat Home Affairs spokesman Chris Huhne has said.
However Mr Huhne also said David Cameron's vision for change failed to tackle issues such as fairness in taxation.
