The former Conservative leader, Iain Duncan Smith, has said that the current benefits system is "complicated and out of control".
A think tank set up by Mr Duncan Smith, the Centre for Social Justice, says thousands of people are trapped because taking low paid work can leave them worse off. Speaking on today's programme, he said that he would like to merge the current number of benefits from 51 to just two.
Mr Duncan Smith said that the changes he is suggesting would bring about huge savings in administration, allow individuals claiming benefit to have a better idea of their income and would improve levels of health.
