The Conservatives will outline their policy on Europe after announcing they would not hold a referendum on the EU Treaty if coming to power in the next general election.
Former Conservative Cabinet minister Michael Portillo told the Today programme that he thought David Cameron would not allow the issue of Europe to derail his political strategy.
