With a general election looming, the political parties are preparing to outline their policies for the future of public spending.
David Clark, director general of the society of local authority chief executives (Solace), says there is money to be saved by reducing "a huge industry of inspection" costing £2bn every year.
"You shouldn't really just weigh the pig, you might want to use the money to feed the pig," he says.
