Police forces in England and Wales are failing to adequately record and tackle anti-social behaviour which is undermining public confidence, according to the chief inspector of constabulary Denis O'Connor.
Professor Gloria Laycock, director of the Jill Dando Institute of Crime Science at University College London, and Sharon Hodgkinson, a local community campaigner from Bolton, examine how much responsibility the police should have in tackling anti-social behaviour.
