The President of the Association of Chief Police Officers has called for a fundamental review of the way England and Wales are policed.

Speaking to Today presenter Justin Webb, Sir Hugh Orde said that it was important to step back now, and look rationally at the way the force is structured, before an emergency enforced sudden change.

Sir Hugh was also critical of the Conservative plan for elected police chiefs, describing it as "a step change in the wrong direction". But he did accept that policing needed to be transparent, and accepted that the police had become "over-codified".

"Local policing will be the agenda, frankly," he said.
