The former rail regulator Tom Winsor has slammed the US government for its attitude to BP following the Gulf oil spill. Mr Winsor told the Today programme that President Obama wants to punish BP with "darkly threatening, retrospective, unconstitutional" legislation.

David Cameron will talk to Mr Obama on the phone today about BP and the spill, in the hope of easing the growing rift between the two countries over the disaster.
