A former senior civil servant and leading NHS figure is warning that a new government policy, delaying some hospital reorganisations, could end up costing money and wasting an opportunity to improve care for patients. Ambitious plans to reorganise NHS services in England, particularly in London and the North West, are now facing hold-ups after the health secretary, Andrew Lansley, ordered a review.
