After nearly two weeks of difficult negotiations, the UN climate summit in Mexico appears to have reached an agreement. A draft text - embraced by most delegates - calls on countries to make deep cuts in carbon emissions, but without setting legally-binding targets for individual nations.

Speaking on the programme the Climate Change Secretary, Chris Huhne, said that delegates had reached an agreement "on a whole series of measures, including confidence-building measures that countries will actually be taking the action that they say they're taking, because we've got procedures for measuring and reporting and verifying that -- that's a big breakthrough."

The agreement also proposes setting up a fund to channel money to poorer countries to help them adapt to climate change and develop green technologies.
