The Defence Secretary Liam Fox has suggested that the coalition has the right, under the UN resolution, to train Libyan rebels.

Dr Fox, who is visiting Dubai to discuss the Libyan conflict with the Arab States, told Today presenter Justin Webb that "a lot of the weaponry is old Russian Soviet weaponry and there is a limit to how much many of us can actually train [the rebels] on that.

"But certainly, in terms of making sure they've got adequate communications and non lethal ways, it's very clear that the resolution leaves that open to us."
