Police are to be given new powers to fine careless drivers on the spot, rather than taking them to court, as part of a government strategy to make Britain's roads safer.

Secretary of state for transport Philip Hammond explained how fixed penalty notices, currently used to police speeding, would be "broadened out" over a range of reckless driving offences.

The move hopes to differentiate those drivers who have an occasional lapse from those who are "reckless, persistent and wilful in their behaviour".

"Those drivers we will clamp down on ruthlessly," he said.
