An independent inspector will today publish two reports on how well the UK Border Agency is able to detect and prevent illegal immigration.
John Vine told Today's Evan Davis that the way the UKBA followed-up intelligence was often "unacceptable".
"There were more than 100,000 allegations made by members of the public to the agency last year... but it doesn't routinely record the outcomes of those allegations."
Mr Vine said that, although the agency had made efforts to be more intelligence-lead, it was not yet "in the DNA of the officers".
He added that many processes were "not consistently followed throughout the agency".
