The director of England's unsuccessful bid for the world cup in 2006 has said that a civil war is breaking out in Fifa ahead of the re-election of president Sepp Blatter.
Alec McGiven told John Humphrys that football fans had the right to ask for the game to be run properly.
England should take a stronger approach to reforming football's governing body, he said.
"We've got to have an open debate about how the organisation is run," he said.
