Energy Secretary Chris Huhne has said that former News of the World editor Rebekah Brooks was either "complicit in some criminal activity" or "extremely incompetent".

"Incompetence is not necessarily a matter for resignation," he told John Humphrys. "But it certainly does not look good that she was in charge of an organisation that was frankly involved in some pretty immoral and degrading activity."
