The National Audit Office has warned of shortcomings in the new social care system introduced in England.

Everyone eligible for state funded care will now get personal budgets and can choose their own providers, but the National Audit office says that about a third of those with personal budgets are finding them difficult to manage, and that their needs to be protection for people when a provider runs into financial difficulty.
