A parliamentary committee concluded this week that the last Labour government's plan to reorganise the fire service in England ended in "complete failure" and cost the taxpayer half a billion pounds. Lord Prescott was responsible for the project, but said on this programme yesterday that it was partly the fault of the civil servants running the department.
