A committee of MPs and peers examining the government's plans for reforming the House of Lords by cutting down the number of full-time members has rejected their proposals.

Lord Tyler, a liberal democrat peer on the committee, explains however that "this is not a rejection of the bill".

Their concern, he says, was that the complete removal of part-time peers would make the House of Lords "too much like the House of Commons".

When asked by Sarah Montague if there is a risk the process of reform is being slowed by the committee examining proposals, Lord Tyler said it was the "complete opposite". The whole reason for having pre-legislative scrutiny, he explains, is to "speed up the process".
