A government-backed report has given the clearest signal yet that a new high-speed rail line between London and Birmingham will be approved.

Martin Tett, chairman of Buckinghamshire county council and leader of anti-HS2 group 51m, says that at a time of austerity, the new high-speed rail line represents a "poor investment".
