The Scottish Secretary, Michael Moore, is to offer to lend the Scottish government the unambiguous power to hold a legally binding referendum on Scottish independence, but only if there is a clear yes or no vote.

Chief Secretary to the Treasury and Scottish MP Danny Alexander says a "fair, legal and decisive" referendum needs to be held, but cautions that delaying the vote has "real dangers" for investment in Scotland.
