There should be an open access scheme that would open up the independent education sector to many more pupils regardless of wealth, according to the Sutton Trust.

It echoes the direct grant scheme that operated until the 1970s, which included 175 schools in England, which meant that, in effect, 70% of the leading independent day schools were state-funded.
