The UN Security Council meets today to consider its next steps to address the crisis in Syria, after its envoy Kofi Annan said the country had reached a tipping point.

Rupert Colville, spokesman for the UN commissioner for Human Rights, told the Today programme that it would take a while before the UN get a "full analysis" of the massacre in Houlia.

However, he assured that the individuals who undertook the massacre will "definitely" be reached. "We've recommended repeatedly that the case of Syria be referred to the ICC", he told Justin Webb.

Syria has been a "constant horror story" and "concrete actions" are needed he said.
