Would making forced marriage a criminal offence have damaging repercussions?

Sunny Hundal, editor of Liberal Conspiracy, says that the problem with these debates is that people from minority communities feel they are "second class citizens", told by the government how to lead their lives.

The problem is how you "frame the debate" around issues such as forced marriages and genital mutilation without simply "pointing the finger and saying you shouldn't do this or you won't be one of us".

Matthew Parris from the Times disagrees and argues that stigma and collective moral disapproval "has a part to play in society".

"If you leave a culture with its own practices and oppressions nothing will happen," he told the Today programme.
