The government will commit to cap the amount older people should pay for social care in England in reforms to be unveiled next week. But there is no final agreement on how to fund the changes - and a decision will not be made until the spending review expected late next year.

The coalition and Labour have been involved in talks to try to secure cross party consensus on an affordable and sustainable system, but Ed Miliband has called for an urgent meeting, claiming the talks have broken down.

Simon Gillespie, chairman of Care and Support Alliance told the Today programme's John Humphrys that there is a "crisis in social care" due to "underfunding" for those in residential care and care at home. He explained that a "long-term funding solution" can only be achieved by getting a cross-party consensus.

Mr Gillespie added that "if talks have stalled, that would be remarkably disappointing".
