According to the inspectors of probation and prisons, not enough is being done in England and Wales to prevent prisoners re-offending.

The new report from HM Inspectorate of Probation says that there are insufficient places for prisoners on treatment programmes, including sex offenders.

Re-offending levels from serious criminals are at record levels. Ninety percent of those sentenced in England and Wales have offended before.

Liz Calderbank, the Chief Inspector of Probation, claims the emphasis has been placed too much on the practical arrangements for release and there should be more focus on changing behaviour during the course of each prisoner's detainment.
