Private property developers must be encouraged to provide more homes for rent in England, by putting fewer restrictions on those developers for example, a government-commissioned report says.

Housing minister Grant Shapps, told the Today programme that he finds it "odd" that a build-to-rent scheme does not exist.

"That would be an interesting idea... we have buy-to-let but not build-to-let".
