Mncedisi "Lenny" Mkhize, a 56-year-old artist and musician living in Joe Slovo, a semi-formal settlement on the outskirts of Port Elizabeth describes the area.
He gives us a tour of the new government-built house which is supposed to be his home. He says it has been badly built and is uninhabitable. Instead, he and his family live in a wooden shack next door and have had to repair the government-built property themselves.
