NCIS - National Criminal Intelligence Service (UK)

The UK's NCIS was set up to provide for the national intelligence needs of the police. Among its many responsibilities, it oversees suspicious activity reports from banks - now seen as a much more important function.

But structural problems can get in the way. With no national investigation body comparable to the America's FBI in the UK, many of its reports go to regional police forces ill-equipped to take forward investigations. Like many of its colleagues, it is also still on a steep learning curve vis--vis terror funding, having concentrated almost exclusively on drug-related money laundering until 11 September.
