Health officials say they believe the out-of-hours care provided by private GP companies is not being checked thoroughly enough.
The healthcare regulator in England, the Care Quality Commission, carried out a study after a patient, David Gray, was accidentally killed by a German doctor working his first out-of-hours shift in Britain.
Now, the Department of Health is writing to all health trusts in England telling them to review urgently the way they monitor evening and weekend arrangements.
The patient's son Stuart Gray has called for a safer system to be brought in to avoid any similar cases.
